As we know there are 16 teams demoting directly from D2 in utopia and there are an additional 8 demoting via relegations series. In addition to that "The Old Schoolers went bot and therefore after demoting he will leave an extra spot in D2.

So 16 teams in D3 will promote directly after winning the playoffs. An additional 9 teams should promote via bot promotion, although this option is only restricted to conference winners. Here below the final standings. Feel free to correct if you spot anything wrong:

Teams 1-9 are guaranteed to promote. The other 15 might promote even if they lose the playoffs. I only included 9 top ranked teams who don't have the best record in their league (because the top rankers in the other conference top them).

Update on the situation: the teams in bold are out of the playoffs. Fun fact: both D3.3, 20-2 teams have lost the semifinals :P. Teams #002 and #006-#009 will definitely be promoted via bot promotion, while #013-#016 will have to hope nobody above them loses. #021,#022 and #024 won;t be promoted unless another D1 team or D2 non relegated team goes bot before the end of the season (I checked and it didn't look likely).

Yes, you need to win the Finals, because you ended up 2nd in the regular seasons standing and bot promotion will initially check among all the guys who won their conference. Therefore since there are only 9 bot promotion slots and 16 conference winners who cannot win their league, it's impossible for a team who was second at the end of the regular season to be promoted without winning their regular season.
