the avg/sell in the chart , what does it mean?

Basically, the lines on the chart say "If you sell at X salary (legend shows which color that represents), and the staff member you're bidding on has a current salary of Y (value at bottom), you should pay up to Z (value at left) for said staff member."

but in my opinion , avg and sell will not be equal .

in your explaination,
avg =( bid + total salary )/ weeks ( ignore Severance fee)
the holding cost per week
sell = initial salary * 1.02^weeks

you mean when avg=sell , the avg is the most optimum?
