At the end of the season each league as a certain number of teams that can be wildcards that are being promoted even if they do not win the play off. This depends on the overall ranking among all the sub leagues like III.1 , III,2 ... and so on. The tool computes this overal standing and for current seasons flags the candidatess to be a wildcard and those that are mathematically promoted. For season endings, instead, it gives you the list of the winner of the playoffs and wildcards that will be promoted.
Honestly it would be easier to understand if you play with the tool.
