The potential for NT should be atleast MVP.
For general training Perennial allstar is very decent. Some exceptions, if extremely high TSP then allstar might cut.
The skills ratings depends on the height of the player and the training program. Generally decent trainee for general training is perennial allstar potencial with ~50+ TSP (total skill points) and for NT training is MVP+ with ~55+ TSP. But also keep in mind that for training into NT you generally need veyr high and expensive trainer lvl 6 or7 and yougth trainer also lvl 6-7, while for general training lvl 3-4 is ok, and the most cost efficient.
Every skill distribution is different, it would be better to show examples of skills you planning to train. As for NT it is not advisable for new manager to do this, because tons of knowledge and high investment is needed, most of the times it is not financially bennefitial to train to NT. But i would adivse to try to train to U-21, in that case youll get general sense about training and lots of advises from the U-21 staff.
