A team that is paying too much salary is overextending regardless he trained the players or not. This exception makes no sense.

(1) If they want to encourage to train players with money, they should call it like it is. They can create a "training grant" or whatever. But definitely, this has nothing to do with overextending or not overextending. Rather the opposite, it is training that allows overextending.

(2) It makes no sense to promote training when most managers enjoy training a lot. In any case they should promote competing. This would be what this game needs. More competing, less tanking.

(3) They are not encouraging training "specially in top divisions". They are encouraging managers to tank for several seasons in lower divisions, which completely kills the game. Because you can't plan for you own team when the promotion always depends on when tanks decide stop tanking and use they inflated players.

it's one right argument. if people stop train players BB die.

The idea behind the suggestion is managers can train and compete at the same time
Instead of training and tanking during a long period and then competing for a few seasons.

And the training exception to the overextension tax forces managers to spend more time tanking & training before they are able to compete, because they need bigger players to be competitive. And they need to train three of them themselves.
