Yes you can. A very dedicated U21 coach that works hard, saves players and ensures the good ones get trained properly (can be hard some managers just don't respond or do what is needed) can not only create a good U21 team but help out the NT for 10+ seasons. Great work!

unfortunately just after my mandate scouting rules changed, and bot can have good picks, reducing an already minimum pool

but Wagana and Schartner were definitely nice players, Mtolo is fouly but good, and all other brought us to a wonderful bronze medal.

But you can still get lucky like Barbados a few seasons ago where thebest players in the draft were taken by humans in the 2nd and 3rd round. You are just relying on luck and someone doing thorough scouting a lot though.
