If further restrictions are needed, then below is my solution, which is not as restrictive as before.
The goal is to minimize the number of teams that may not have enough strength to reach the top four in the Consolation Tournament.

1. HCA Restrictions.
Europe: (a + b + c) or (a + b + c + d)
Americas and Asia: (a + b) or (a + b + c)
Africa: a

a: have won a trophy (1-4) in the past 3 seasons in the World Championships.
b: have won a champion or finalist in the past 4 seasons in the Continental tournament.
c: have won a trophy (1-4) in the past 4 seasons and have also won 2 trophies (1-4) in the past 8 seasons in the Continental tournament.
d: have finished in the top 8 (trophy + Second Chance Qualifier) twice in the past 6 seasons in the Continental tournament.
