What determines that number? I know there are some instances where I can bid $1,000 over the current bid...yet for this player I have to bid a minimum of $4,000?

It's percentual (~2% I think). From the moment when 2% of the current transfer value is > 1000, you have to raise the bid by a greater minimum amount. Like the previous poster said, the minimum bid you can make is the one that appears in the box
