Thanks. My fastest trainee and best player has a potential of 4. Hoping I can ride him into D3 then recycle him to another newbie.

Nice advice! I'm sure a lot of newer managers appreciate this! Just to put this into perspective a little bit, since I have a player like this right now:
I bought this guy for 1,000 (the minimum you can buy a player for on the TL)
Weekly salary: $ 2 869
Role: regular starter

Age: 18
Height: 6'5" / 196 cm
Potential: star
Game Shape: strong
Jump Shot: average Jump Range: pitiful
Outside Def.: inept Handling: mediocre ↑
Driving: respectable Passing: average
Inside Shot: strong Inside Def.: respectable
Rebounding: average Shot Blocking: inept
Stamina: average Free Throw: strong
Experience: atrocious
I have been training 1v1 a lot this season and this guy has been placed into my third training slot, and will hopefully be a nice reserve/cup game guy for me next season! Star potential is plenty for a third training slot player, especially if you get him for cheap!

Currrently 102 skills, I'm hoping to push him to 107 skills before he caps. Maybe even 110, but unlikely..
He was a mediocre draftee in my first season, probably not sellable at all. I used a level 3 coach all along and never bothered about missed minutes and injuries.

i think he will be a nice backup, even for the top league, hoping for 13-14 ratings in games, for about 8-12 minutes. And all that for petty salary.
I'm not sure how players train after capping, if it's possible to pump few additional skills into them. I would pop JS+JR then REB(since another trainee needs a full REB season).
Anyway if one takes a player with better starting skills, his training would be finished even much sooner.

I heard before that reaching the cap was like hitting a wall, players just stops popping, but that might be for some older player, mine is still pretty young.
