From now until the end of next seasons I would rotate 1 on 1 Fs and Outside shooting traing(1 postition).
The 1 on 1 will get you the JS/DR/Handling. You need all three of these high to take advantage of the elastic effect for JR. With JR at 2 it should be pulled up quite fast depending where your other skills are. I am guessing with 6 1 on 1 trainings and 9 Outside shooting trainings your guy should almost be 11 JS 8 JR maybe more depending on sub levels and he would still be only 19.
Disclaimer...I always use a level 6 trainer, and your player always needs 48+ minutes.
1 on 1 Fs for short weeks. ASG/ offseason if you are not in the playoffs.
outside shooting needs to be done as 1 position training.
When he turns 20....all presure(OD) and passing training. These two really fly when the player has high driving and handles.
Good luck and I would love an update to see if this works for you like it has me in the past.

Not sure I can't afford a Lvl 6 trainer, but I'll do the math. I'll be in touch

I wasn't saying get a level 6 trainer. I was just saying that I was able to fix a players crappy JR in a season. Level 4 or 5 would be good too.
