Only the winner promotes. Because the BBs did a bot cleanup, many teams were promoted this season who did not win their finals match.

BB did a bot cleanup after they did the regular promotion. The other team from your league was probably selected based on their 19-3 regular season record.
In my league, in D.IV, 5 or 6 teams were promoted.
