So I am guessing only 19 yr olds can have strongs to start. So would you rather have an 18 yr old with all 7's or the 19 yr old with all 8's?

You should hit the cap, but not as fast as you can. Its not financially safe to do so.
go as fast as you can In the upper leagues yes, lower~ mid level no. That player would and could bankrupt you in cost to afford.
