[...] communication should be forum first, discord a very distant second.

I find this point of yours very important indeed and agree with you 100% (on the part that I quoted above).
Personally the only situation when I find prioritizing communicating in Discord "acceptable/understandable" over BB forums would be if devs/owners/etc. wouldn't - for some very unlikely reason - have access to BB themselves (if BB would be down temporarily).
Other than that, there's really no excuse in my opinion.
I think we have to bear in mind what Discord is - a separate platform/service which has completely different EULA etc., a platform into which membership/access is
not automatically created/"granted", when you create a BB account. (Yes, I understand it's a "free" service, but that's not the point here).
Accessing a separate service/platform should never be a prerequisite in order to be able to be informed among the first users about important subjects, not to mention important changes.
Sorry if this was too much of an off-topic, but I mentioned it because I think changing this discord first-policy would benefit BB community and create more welcoming atmosphere for (also new) managers that don't use Discord.
You've all seen what's happened to many/most BB forum thread's activity, after Discord was introduced/endorsed by some in BB (I'm not aware if those were devs, owners, GM's or other active managers so hence I'm not determining who "started" it - nor would pointing fingers at anyone do any good anyway as milk has already spilled/damage has already been done as far as it's effect on BB forum activity is concerned - but nevertheless, the end result currently remains the same).
