The sales tax varies both on duration the player's been on your team and your total number of transfers over a rolling 14 week window. You've sold enough players that you're now tripping the 4% minimum instead of 3%.

At a minimum, it's listed on the player's page (on the website) when you click "more info" next to the tax.
