Sorry I went sideways, Perpete...
Anyway adding JR to OD training makes no sense in more than one factor.
1. "Realism" how does a player who is on the training of defense improve JR. This would cause confusion among new / less skilled managers.
2. JR is also skill which is cheaper for bigs, since potential os calculated from salary this change would have low impact.
3. Making it 50/50 and calling it pressure training makes no sense. You can't tell which skill is trained primarily, thus your training slots would work weird.
4. This change doesn't affect 32 meta. Which is the real elefant in the room.
The actual change that would help even this "loophole" which isn't really a "loophole" would be increasing the impact of IS (not training speed or reducing salary, but effectiveness). This would actually make inside offenses more viable and bring more variable defense choices to the plate.
Finally, why I don't think this is a loophole, you can't have all the skills have same value on all heights. It's not how this game was designed.
It's not really that straightforward to train good big with strong outside skills as you might think. There is only a few managers that can train top level players, otherwise 160+ tsp would cost couple of 100k not couple of M
