In the end, you were absolutely right, as I am in BBM Tier 10. It seems there are certain limits depending on the league you are in (it is not the same to be in Division I as in Division III), and these limits are not related at all to the team’s salaries. In other words, a team in Division IV with 300k in salaries would supposedly compete against much weaker teams
