I would rank the investments in this order of importance:
- get trainees (3 or 6 depending on the training plan)
- get staff members, the trainer being the most important lvl 4-5, then doctor lvl 3-4, last PR Manager lvl 3 max. If all trainees are 18-19 year old, and you will really focus on training, consider hiring a youth coach.
- complete the roster backbone (for 3 trainees, add 4 starters and 3-4 bench players; for 6 trainees add 3 starters and 2-3 bench players)
- gradually expand the Arena. For D.IV up to 15.5k / 2.85k / 360 / 25 which can earn you $200k-$220k per home game (if not losing every game and set the prices correctly). Total cost for the expansion will be ~$700k. If you are going for promotion, consider this D.III Arena 15.5k / 3.4k / 470 / 30. Total investment ~$1.4M and potential $260k-$280k revenue per home game (again, prices and season results mater).
Only after this think about Infrastructure, which is the luxury part and it depends on your style. Some like faster player development and go for max Gym. I had Gym level 3 until recently, but decided to downgrade to no Gym. Level 3 Gym will cost you $1M for the investment and $15k weekly expenses for maintenance. Training court is optional, but lvl1 is considered to give a good return for the $500k investment and $5k for weekly maintenance.
If you are filthy rich, consider getting Merch store and Arena Design (the consensus combo is $1M for lvl3 Merch Store + $1M Arena Design). You can get the Merch store gradually x3 investment tranches ($500k+$300k+$200k), but for the Arena design you are paying the full amount at once.
