Yes. Depth Chart until 4th. I searched the forums and didn't find anything about it. It may be that no one uses it. It didn't seem to work for me. Lesson learned

I might be misremembering but I recall seeing a calculation of how salary increases are lower for a player you trained than for the same skill set trained by someone else. In essence making it more affordable to develop your own players. Is this true? If so, where can I see that for each player?

Not true.

Players you train gain the effectiveness of their new skills immediately during the course of the season, but their salaries only adjust once each offseason during the age & salary update, so within the season they're being trained you effectively get a better player at "less" salary because the salary hasn't updated yet. But once a new season begins, their salary will recalculate the same as any other player who received training within a season.
