With star potential, he'll be alright. Do you remember when I used to have Miltos Skotinos (21038334) and Nathaniel Mounier (22722238)? Both had star potential and good secondaries, though Skotinos only had 2 PA and Mounier had 3 OD. Skotinos sold for 396k and Mounier sold for 553k. Not sure about salary cap, but you should ask on the forums. Their cap estimates are 18 to 20, if you understand what I mean.
The other thing is that secondary skills do not eat up a lot of cap room for the most part (RB on guards does but for a PF only a JS pop is remotely close to the same cap cost as an inside skill). For example, if a player is listed at PF, five pops in OD, Handling and Driving combine to count less toward the cap than any two pops in RB, ID or IS. I would definitely encourage getting the OD up and doing a fair bit of one on one at minimum before switching over to inside skills. Maybe more passing too but that's more of a luxury - 7 is certainly acceptable, though more is always better.
There's a fairly accurate training simulator spreadsheet that you can use to test training and builds to see how they progress against the cap. The salary estimates are still high, but it's about as accurate as can be for the training and cap:
