Ya. It kinda sucks. I did report him and I suggest you do too. It is cheating (especially since he has traded between teams in the past according to transfer log).

To be honest, I had a 2nd team for several seasons and recently "got caught". My 2nd team was deleted and I was fined ~$300k. I didn't log into this 2nd team much, but I got punished for it and have been following the rules since. I don't know how if this guy is expecting to fly under the radar or if he is just new/oblivious to the rules but it's not cool.
