2 Garbage time games a week lets me give my starters exactly 60 minutes a week, which is optimal. I can even use them as subs at a third game, with those kind of minutes.

He said you get to choose whether or not you want garbage time. So I assume it would be something like the foul trouble option. Garbage time will still kick in but there's this checkbox which allows you to choose if you want to empty your bench or not.

It actually offers more flexibility. The only cons is perhaps if you choose to empty your bench while your opponent doesn't and they somehow manage to stage a comeback, then things might be a bit tricky.
