I believe the BBM tiers are updated in the end of season update so during Monday. There is a preseason schedule in the red section of the main Help-English folder with most of the times and dates.
The calculation is broadly by rank but they try and and also make it so no team is facing a team from more than one division up. Spain is one of the deepest nations where being #7000 globally still has you #600 in Spain so I'd estimate you go up a BBM level or to to BBM 9 or 10 but likely no higher until you promote where you will likely see a drastically stronger BBM group given to you!

In the end, you were absolutely right, as I am in BBM Tier 10. It seems there are certain limits depending on the league you are in (it is not the same to be in Division I as in Division III), and these limits are not related at all to the team’s salaries. In other words, a team in Division IV with 300k in salaries would supposedly compete against much weaker teams
