The Joey Ka proposal is a great starting point for what should be your efforts in creating a BB app. I think that mirroring the browser experience in an app is a completely waste of time, money and resources. Over the years, the game became too much complicated to attract new users, the learning curve has increased a lot. The old school BB's didn't notice this because the new features were introduced slowly over the seasons.
In my opinion, what we need is a super simplified version of BB on an app, that eventually can make the bridge to the more sophisticated and brilliant executed basketballl simulation we all know. What we need (or what the new users will need) is a product that mirrors the new faster times, maybe the same 3 month seasons, but with much faster simulation games, like 10 minutes max waiting for a result. What they need is a much simpler tacting system. They don't need BBB's or national teams or a 3 day long wait for a player to be sold, but a more direct transfer system. Maybe they need the currently BB player skills, as that's one of the beauty of this game, so that the result outcome can be correctlly calculated with the current game engine. The training system has to be a simplified version. And so on.
Yes, i think that if you want to capture new users you have to build a new product, and that product can just be a simplified version of the old one, which is perfect for me, that just needs a better responsive mobile site. But who knows that that new version wouldn't attract old users, too?...
