Is age also a factor at slowing down the rates? Are there any occurrences when development begins to slow down by 24 or 26 years of age? I was wondering if there's any sense to train players before they reach their peak.

Age is definitely a factor. Training slows down every extra year that a player ages. I don't know the exact numbers, but unless a guy is already a stud, there is no point in training him once he is 24.
