Don't really think there's a need for this. My guess would be it would make the game more predictable and boring.
What if you build a team for seasons then realise they aren't good enough? You need to make some roster changes and then wait and wait and wait until your team chemistry grows, meanwhile your rival is winning everything because his team chemistry is sky high!
What if you promote to a higher division, you need to buy players to be competitive, then your team chemistry is going to drop, so it's going to be even harder to stay up. Same thing with demoting when you need to sell players to get your wages down.
