Because it is an estimation based on data collected.
I found two more tables with coefficients for training speed estimation to consider:

And there are also the coefficients for elasticity to consider. Say some +1.0 coefficient for the value of Shot Blocking when training Inside Defense. But I haven't found data on the public forums.

Thanks Lynx. I didn't know tall guys get training at passing at the same rate (ceteris paribus) than shorties.

Not sure I understand your last comment. Without considering elastics, the training speed is determined by (training coef) x (age coef) x (height coef), all of them being fixed values. So the second table is relevant irrespective of height or training type, or did I miss something?

Also, if I'm not mistaken your GM tag is brand new, right? If so, congrats! It's well deserved.

I'm suspicious about those coefficients. But they are taken from the JK's CP spreadsheets so...
