Because cap isn't based on total skill points, but on formulas where skills have different value

Mvps can cap at 100 and they can at 140 as well, it all depends on distribution of skills

If I look at the NT skills requirements for Austrias national team, I have a hard time believing those players are possible when their core skills exceed the cap level for most potential levels including MVP.

Of course, any even slightly competitive NT is populated by HoFs and AtGs exclusively. MVPs could be useful as specialists, for instance high-SB bigs, but that only shows that cap estimation is based on weights for specific skills, and not TSP. A poorly trained MVP center could very well reach the hard cap by 100-ish TSP - only proving just how poorly developed he was.

Buzzer-manager has been alright for me, although there is a good chance its estimates for MVPs and HoFs is conservative (meaning 99-100% and 100% aren't that accurate and there's still room for pops before the hard cap).
